EXECUTIVE SUMMARY
The world Jewish community is under attack by the various Islamic terror organizations and, by extension, their anti-Semitic supporters.
Israel is an unmistakable focal point of the "Global Jihad," but its reach and effect is being felt everywhere around the world. By proxy, all democratic nations have reluctantly discovered that they too are becoming victims of this “clash of civilizations” and are similarly being targeted.
A range of responses to this global terror network has been attempted with mixed success. However, over the past few years, one organization has emerged as a leader in the fight to preserve and defend the basic human rights of the Jewish People, Israel and the West.
This organization is Shurat HaDin.
MISSION STATEMENT
Shurat HaDin is dedicated to preserving and defending the human rights of the Jewish People and supporters in the State of Israel and around the globe by aggressively invoking the Rule of Law within the framework of the many legal systems of the world.
The Shurat HaDin approach is a proven and highly effective one for fighting terrorism. Shurat HaDin is organizing the victims of terror and the larger world community to do what generations of Jews were prohibited from doing – striking back at the Islamic haters and the criminal perpetrators. The current imperative is to expand this unquestionably effective model for broader implementation across North America, Europe and, ultimately, the world. This expansion will begin by simultaneously bolstering the organization’s Israeli headquarters and expanding its staff of attorneys while launching affiliated chapters from which to exploit the substantial litigation and educational opportunities in the United States and Canada. The information contained in this proposal provides a blueprint for the critical expansion of the one organization that has provided a methodical and successful response to Islam’s Global Jihad against the Jews, the West and other Democratic nations.
The lawyers of Shurat HaDin have undertaken a bold and unprecedented strategy: They have taken on the perpetrators and financial supporters of Islamic terror in the courtrooms of the law-abiding nations of the world. The results to date have been nothing less than astounding: From the Supreme Court of Israel to the Federal Courts of the United States, Shurat HaDin, through its network of activist lawyers and jurists, is working to shut down the worldwide Islamic terror machine through a lethal combination of public interest litigation and public education.
Significantly, Shurat HaDin is a non-political and independent body that is not affiliated with any political party, governmental agency or Jewish religious organization in Israel or elsewhere.
VISION
Shurat HaDin is working to develop a worldwide network of volunteer activist lawyers, jurists and academics who will initiate and sustain litigation, aggressive advocacy, public education, and other material support in fulfillment of its mission.
THE SHURAT HADIN STORY -
A History of Success
Shurat HaDin is a Jewish legal rights institute that was initiated in Israel as a response to the emerging rise in global Islamic violence. The organization is staffed by leading activist attorneys. Shurat HaDin is dedicated to providing legal representation and resources for the numerous struggles currently being waged in the Israeli, American and European courts on behalf of the international Jewish community.
The single greatest threat to the Jewish people today is worldwide Islamic-fascism as expressed through its global terror network. Tragically, much of the Jewish world at large, whether through apathy or ignorance, has not acknowledged the current reality nor made a determined decision to fight these threats by all available means.
By using the legal systems of Israel, the United States, Canada and Europe, Shurat HaDin's lawyers have had remarkable success in exposing and thwarting efforts of terror organizations to harm the Jewish people in Israel and around the world. Rather than sit passively by and await the next tragedy to occur, Shurat HaDin is proactive and has made a conscious decision to take the battle against the Islamic terrorist organizations to the terrorists themselves by pursuing their organizations, their leaders and financial patrons.

A VISION FOR THE FUTURE
Shurat HaDin is now prepared to expand its activities and reach in an effort to serve as the central clearinghouse and litigation base for the many legal battles that have been thrust upon the world Jewish community during these challenging days. Shurat HaDin plans to replicate its proven success by inaugurating a North American office in Toronto. Through a fixed presence in North America, the organization plans to more effectively employ its existing network of attorneys and activists in order to continue the battle against Islamic terror and its sources of funding. In addition to serving as a platform for pursuing activist litigation in the United States and Canada, the Toronto office of Shurat HaDin will operate as the focal point for fund raising, public relations and lobbying efforts throughout North America.
In combination with headquarters in Jerusalem, the North American Center will serve as a model for expanding the reach, influence and success of Shurat HaDin for greater worldwide effectiveness. Over the next several years, the two Shurat HaDin offices will bring many more legal actions designed to expose and prevent Islamic terror against all peoples. Additionally, with expanded resources and staff, Shurat HaDin will be empowered to undertake more advocacy on behalf of Israel and the Jewish People at large. Moreover, with the benefit of two offices serving Israel, Europe and North America, the organization will be able to educate a broad segment of the Western population as to the dangers and methods of global Islamic terror.
PROGRAMMING
Through its anticipated expansion, Shurat HaDin will strengthen and broaden existing core programming while adding valuable new activities.
LITIGATION
Shurat HaDin will continue to commence and prosecute lawsuits against the terrorist organization, their leaders, and financial their patrons on behalf of terror victims and other parties injured and aggrieved by terrorism. The organization will also continue to file petitions concerning a wide range of Jewish and Israeli issues in the High Court of Justice in Jerusalem. Significantly, Shurat HaDin has already begun to expand its litigation reach to include lawsuits in North America and Europe against enemies of the Jewish people and Israel, including anti-Semitic and Islamic extremist individuals and organizations
SEMINARS / CONFERENCES / PUBLIC LECTURES
Shurat HaDin regularly organizes conferences, seminars and public lectures for attorneys and members of the public on contemporary topics of concern to the Jewish community. These activities provide an important source of information to the public at large, assist in training prospective legal activists, and identify potential donors. They also provide an important alternative forum for crucial viewpoints that are not readily available through the general media. Speakers are video taped and the speeches are distributed to a much wider audience on DVD and CD. Under the expansion plan, this programming with be enhanced and further developed.
PUBLISHING
Shurat HaDin plans to regularly contribute editorial and opinion pieces on matters of importance to the Jewish community for publication to mainstream and Jewish media. In addition, the organization will publish booklets, position papers and backgrounders. Shurat HaDin is currently in the process of editing and preparing for publication its first manuscript on Islamic terror. The IsraelLawCenter.org web site will be enhanced and will provide an important on-line outlet for the dissemination of press releases and news items.
MISSIONS TO ISRAEL
Shurat HaDin will continue with its successful program of bringing individuals from around the world to experience for themselves the security crisis and struggle for survival that Israel is facing. The “Ultimate Missions” provide participants with an intensive reality check concerning the threat from Islamic terror. Participants are briefed by senior commanders of the military, security and intelligence services, as well as the other key politicians and policymakers. In addition, they meet with Supreme Court justices, Foreign Ministry officials, and Cabinet ministers and observe actual Hamas terror trials in the IDF military courts. The Mission Program will be expanded to include specific Jewish and Christian-Zionist groups interested in bringing groups to Israel to experience this sort of hard-core programming.
LOBBYING
Shurat HaDin will endeavor to meet regularly with officials in Canada, the United States, Israel and Europe to advocate on behalf of Jewish and Israeli interests. Elected officials and policymakers will be briefed through personal contacts, news releases and updates. The organization will research and draft proposed legislation concerning crucial issues and work to have these bills passed into law.
STUDENT INTERNSHIP AND
LAW STUDENT WORKSHOP TRAINING
Each month Shurat HaDin is contacted by numerous university students and law students from some of the world’s most prestigious schools, all seeking to serve as interns and to volunteer their research skills on projects. To date, Shurat HaDin has lacked the resources and manpower to utilize these dedicated students and harness their energies and talents for legal projects. Through its expansion plan, Shurat HaDin will utilize this cost-free source of ideologically motivated researchers while ensuring that a new generation of young Jewish activist lawyers will be properly trained in high-impact advocacy, litigation tactics, identifying and exploiting legal controversies and public relations strategies on behalf of the Jewish community.
FUNDRAISING
In its short time as an operating not-for-profit organization, Shurat HaDin has been successful in steadily increasing its fundraising capabilities. However, as a critical next step in effectively confronting the growing danger to the world Jewish community and Israel, and to more rapidly establish a formidable international presence, the organization must swiftly institute a more sustained fundraising program. Such an aggressive expansion will ultimately allow Shurat HaDin to become more economically self-sufficient. While too many variables render impossible an exact estimate of this time period, Shurat HaDin contemplates that within three to four years the organization will be substantially less dependent on donations from private donors to support its programs based on judgment recoveries won through litigation.
In the meantime, Shurat HaDin will pursue funds from the following sources:

Private Donors – Shurat HaDin will solicit philanthropists within the Jewish and Christian communities for donations and future commitments for expanding Shurat HaDin and ensuring its future development.

Speaking Tours & Parlor Meetings – The officers of Shurat HaDin will continue to tour the United States, Canada and Europe, speaking before synagogues, churches, Jewish organizations and university forums, describing the organization’s activities and soliciting financial support. Shurat HaDin will also continue its successful parlor meetings in affluent Jewish communities.

Foundation Grants and Jewish Federations – A portion of the fundraising budget will be utilized to research potential charitable foundations to which Shurat HaDin will apply for grants. As a Jewish human rights movement, Shurat HaDin satisfies the foundation grant criteria of numerous private and public foundations. In addition, Shurat HaDin will reach out to independent Jewish community
Federations in various cities that have the ability to provide grants for its important work.

Membership Fees – In the past months the founders of Shurat HaDin have spoken before thousands of persons around the world nearly all of whom were overwhelming supportive of the organization’s work and the idea of organizing the Jewish legal community to fight back against Islamic terror in all forms, wherever located. As such, Shurat HaDin secured a large e-mail list database by which the organization maintains contact with its supporters. Shurat HaDin will establish an annual membership program that will generate regular yearly income. Different grades of membership will be instituted along with a system of membership benefits. A bi-weekly newsletter will update members on the activities of the organization.

Journal Dinner – After the organization has secured an appropriate number of members, Shurat HaDin will organize an annual journal dinner. Journal ads and revenues from tickets will be a further source of yearly income.

The Ultimate Missions – Shurat HaDin has established an extremely popular tour of Israel which serves to educate, build contacts for the organization, and raise money. These dynamic and hard-hitting missions focus of the threat to Israel’s security and her struggle to survive in an increasingly hostile Middle East. Individuals hailing from the four corners of the globe have participated in the nine-day conferences. All mission participants are required to contribute a $500 minimum donation to the organization. Currently, Shurat HaDin envisions continuing presenting missions twice a year. Moreover, several outside groups have approached Shurat HaDin to coordinate and program private-label missions and this might prove to be another source of income.

Israeli Government Funds – Although Israel is still recovering from an economic recession there are limited public funds available to not-for-profit groups. The funding is almost exclusively administered through political patronage. However, with Shurat HaDin’s numerous Knesset relationships, the organization plans to approach likely political parties and Knesset members to educate them on Shurat HaDin’s work and to secure funding from the State budget for its continuing activities, while at the same time remaining politically neutral on domestic issues unrelated to the Islamic terror threat.

Litigation – In time, Shurat HaDin will be able to recover large amounts of funds from the litigation it undertakes. Judgments will eventually result in collection, which in turn should provide a large portion of the annual budget. However, litigation is an extremely slow process and even after securing victorious court decisions, the collection stage takes additional time. It is not realistic to plan for collection of such judgments during its first few years. Thereafter though, Shurat HaDin does anticipate being enabled to gradually reduce its reliance upon outside donors and fundraising. The goal is to become financially self-sufficient.
SHURAT HADIN'S FOUNDER AND DIRECTOR:
NITSANA DARSHAN-LEITNER, ESQ.
For the past ten years Nitsana Darshan-Leitner has been leading the struggle to fight the Palestinian and Islamic terrorist groups in the courtroom. She is currently representing hundreds of terror victims in lawsuits and legal actions against HAMAS, the Palestinian Authority, Iran, Syria, Islamic Jihad and numerous financial institutions. The cases are litigated in the Israeli, American, Canadian and European courts.
Attorney Darshan-Leitner is a graduate of the Bar-Ilan University Law Faculty and holds an MBA from Manchester University. She regularly appears in the media including Israeli talk show programs, Voice of Israel radio, CNN, the BBC, European television, the Jerusalem Report and many American and Canadian publications.
As a result of Ms. Darshan-Leitner and Shurat HaDin's courtroom victories, hundreds of terror victims reached out for her help in suing the terrorists and sponsors one who devastated their lives. Together with other activists lawyers in Israel she founded Shurat HaDin – Israel Law Center in order to carry out efficiently the vital task of helping the terror victims to fight back. Following the model of the Southern Poverty Law Center, a civil right organization dedicated to bankrupting the K.K.K and other neo-Nazis groups in the US, Ms. Darshan-Leitner established Shurat HaDin to economically destroy the hate groups in the Middle East.
Ms. Darshan-Leitner has been involved in a wide-range of legal actions in Israel and abroad on behalf of other Jewish rights cases. She has sued the Egyptian Ambassador over his sexual assault of an Israeli belly dancer. Moreover, she has represented the family of a young Israeli officer accused of killing an anti-Israel I.S.M militant during an IDF operation in Gaza.
Ms. Darshan-Leitner works with several other Israeli attorneys employed by Shurat HaDin in Israel and with numerous other law offices which serve as co-counsel on cases being litigated in courtrooms around the world.
Former Iranian President Khatami is Served
With a Law Suit for Kidnapping Persian Jews

In September 2006 Shurat HaDin filed a $1 billion legal action against the former Iranian President Mohammed Khatami in the New York federal court on behalf of the families of 12 Persian-Jews who are being unlawfully held in Iranian prisons. The Plaintiffs were arrested while trying to escape across the border. On September 9, 2006 Khatami (pictured above in the Center receiving the complaint) was handed the court papers at an Islamic Conference, hosted by the Council on American-Islamic Relations (C.A.I.R.) in Virginia when he visited the United States on a speaking tour.
